The   Homeless                               

    The homeless are portrayed as the “nation’s failure”, the “disenfranchised,” who were “abandoned” by the economy, “never had a chance,” and have “fallen out of the mainstream.”  They are “victims” who are owed food, lodging, clothing, and services.

    Some are shown on a food line with bizarre mountains of hair and dirty, matted beards.  No one would hire them that way; yet they’re never asked to get a haircut and shave in return for meals and lodging.

    We are rarely given the views of those who deal directly with them – bus depots, blood banks, merchants, neighbors, thrift stores, parks, libraries, burned-out relatives, and burned-out public servants.  We rarely hear, “90% of them don’t want help” (from one shelter worker), or “one-third are crazy, one-third lazy, and one-third drunk” (from one who used to be homeless).

    We’re told nothing can be done about skid row.  We were told the same about prostitution in Los Angeles before it was cleaned up.  Free food is supposed to be temporary, yet one patron of a mission didn’t miss a meal in 30 years.  Shelters in New York were for temporary housing, yet the average stay was ll months.  One skid row drifter won a huge jackpot, blew it, and returned to skid row.  Another thought he would “go on welfare, when it began to rain.”  

    The subject needs cold-blooded realists to cut through the rhetoric, emotion, and finger-pointing, to contact the neglected sources above, and to come up with recommendations like:

– Study what has worked in various cities and countries.  

– Clarify rights:  the homeless have a right to provide their own shelters [in some areas under certain conditions] when the city doesn’t.  The public has a right not to be panhandled and not to have derelicts sleeping about.  – Find out why there were homeless during a labor shortage and why few immigrants become homeless.  – Find out why one homeless man said it’s easier to be homeless than to work for low wages.  – Consider returning to the past customs of dealing firmly with vagrants, mental patients, runaways, alcoholics, and addicts.  – Promote private solutions, realizing the government has done a poor job of running shelters and welfare hotels.  – Encourage non-professionals to run shelters, by making it profitable.  Let them use campgrounds, farm labor camps, abandoned buildings, parts of military bases, and fallout shelters.   – Let businesses hire the homeless for sub-minimum wage plus room and board.  – Require each community   provide shelter, only for their share of the homeless.  Require they be run strictly and fairly.  – Study the shelters that are run by the homeless.  – Study the “poorhouse” in Sacramento, CA. in the 80s.  – Let the homeless homestead abandoned buildings and vacant land.  – Allow tents and shanties next to city dumps, where the homeless can use cast off material.  – Wave liability for impure food from restaurants, markets, and other outlets.  This would give access to eatable, but unsalable food.  – Permit powdered milk and donated or homemade food in shelters.  

– Require work, haircuts, and development of resumes in exchange for food, clothing, shelter, etc.               #

A stricter approach in general with the homeless would:  

– Show some people prefer to live near destitution,  – Make the homeless accountable for their hygiene, grooming, clothing, manners and participation in self-help groups and volunteer work,  – Make shelters safer and less infectious.  – Bring responsibility, which would separate the motivated from the free-loaders.

    We shouldn’t be misled by idealists and guilt-mongers.  They give the homeless reasons for self-pity, and never look for nor credit the few good shelters.  They blame society, yet tie it’s hands.

    If immigrants with little English can get ahead, the homeless can, when the responsibility is imaginatively and firmly put on them.      #

/As far as housing goes, the homeless are at the bottom.  Thus nimby.  Assuming many don’t work, why make it easier for them than for working people? Small refrigerators t.  To make it ‘nice’.  If the plumbing in the room doesn’t work or if there is none, there should be a common bathroom down the hall.   All is backwards.

Pets, headphones, points, dress code, finally getting down to practicalities. No tenant’s noise should audible outside his room.  Smoke outside.  Such rules encourage the motivated tenants.   Small refrigerators should be allowed.  Microwaves should be allowed if there is a sensible way to wash dishes.  Garages, converted chicken coops.

The way it rh is going to build buildings we don’t need, furnish them with new furniture, provide services and ask little or nothing in return.  Garceti is right: shelters for no dependency.

I’ve collected articles on the homeless for years.  We hear the number of homeless is growing and we owe them a place, but if half a million low income workers left California in the last 11 years due to the high cost of housing and we didn’t owe them a place, why do we owe the homeless a place? If we deport people dying to work here, why do we owe those who don’t work a place to live?  A brand-new furnished place?  A place downtown?  Near the beach?  

They have been evicted and put into motels temporarily when setting up small temporary tent cities on the outskirts of town in good climates would have saved lot of money.  The marines built a tent city for 18,000 Vietnamese refugees in 1975.  

We read about people being homeless for years yet little about what they’ve done for food and money and what they’ve done with their time.  Little about entitlements, successful programs, labor shortages and those that turn down help.  Little from welfare, social agencies and temporary employment agencies.  It’s all guilt, guilt and let’s build, build ‘units’ for them.  Why, when there are 6 vacant homes for each homeless?  Why refurbish a hotel that is safe enough for the people living in it?  Why build ‘units’ when small single rooms with a bathroom down the hall will do fine, like the YMCA’s in the past.  I’ve lived in some.  Why close shelters during the crisis?  Why should the homeless have pets unless as ‘service pets’ or for security?  We hear of the homeless being evicted, but not where they go.  We moan over people living in vehicles, yet hear little about campgrounds, RV parks and ‘safe parking’.  This has to be the easiest part.  3l0 words

We hear much about our responsibility to house them, little about their responsibility:  sobriety, drug tests, hygiene, grooming, clothing, work, rent and participation in self-help groups.  By not requiring these the lazy ones hold back those that want to get ahead.  Why give a lot of support without requiring anything in return?  The lazy ones know how to play the system.  

So what will happen?  Permanent supportive ‘units’ [probably small studio apts] will be built and furnished where people don’t want the when they could be built far away. They should be called ‘transitional’, not ‘permanent.  ‘Support’ should require more.  The ‘units’ should be single rooms in modestly refurbished, abandoned buildings and homes. These should be on the outskirts of town – more in line with free market rates.  But this won’t happen.  Instead pictures will be taken of thrilled homeless people moving into furnished small studio apts – places the working poor could only dream of.  They will be offered ‘supportive’ services and rarely required to do much in return.  Work of any sort will remain on the back burner.  Neighbors will chafe.  It will all cost too much.  More homeless could be helped by spending efficiently.  Los Angeles, the homeless capital of the country, might become a bigger magnet for them.
